Default What chord is he playing here

I am learning this song "life is a highway", the rascal Flatts version. The guitarist in the band plays it here so I can see what he is playing but I need help on one chord (it is about 4;24, 4;25 of video)- it's the chorus(starts at 4:22 of video is chorus) - it looks like it is this - can someone confirm - thanks

Apparently he must be in an alternate tuning - because those two strings don't make up a chord - especially not in standard tuning.

What a nifty site - well i went back and I think he is tuned down half a step d# g# c# f# a# d# --- my bad

It's all in power chords. That three chord descending sequence (if I'm understanding the part you mean) goes D5, C5, Bb5 - except that he's tuned half a step down so the actual sound we hear is C#5, B5, A5

D5 is x57xxx
C5 is x35xxx
Bb5 is x13xxx

Are you talking about the chord between the Bb and F chords?

If so it's this:

He's playing the third fret with his pinky so when he lifts his index for the open string it sorta looks like he's playing the first and second frets with index and middle.
