The New Hartford era Guild 12-strings used Gotoh open gear tuners but I don't know if you can buy them and if they would fit.
Looking at how tuners 2,3,4,5,8,9,10 and 11 'share' a common locating screw leads me to think they are custom made for Guild spacing only. Apart from these I would suggest sticking with sealed gear tuners on a 12-string guitar.
