Software for slowing down music

Anyone know any good programs to slow down video (mpg's mainly)? I have adobe premiere but it won't run on my computer.

I use Transcribe! for tabbing, available from www.seventhstring.demon.co.uk. It's got a waveform display, you can slow an entire song down, and you can vary the speed from 5-200%.
