Let me guess, did the listing use any of the words vintage, restoration or luthier?

And was the price for the lot outrageous for even one of them?

I would say 12 guitar related paperweights would go for about 12 cents.

There are tuners on them... $5-10 for each complete headstock/set is probably in the ballpark.. It looks like makers are maybe smartening up a bit about destruction of units claimed under warrranty..... It's amazing how many warranty return units end up on ebay that basically look Ok...

Not unusual at all. Guys who deal in particularly vintage parts often scavenge peg heads off of whatever is not worth fixing up to display tuners they have for sale.
