I always thought (never really verified) that lyric was more like:
I swear by the mud below my feet; you can't raise the cane back up when its under feet.
IE: trampled sugar cane.... Like I said, just what I heard in the lyric, but maybe my mind made the connection to something it could comprehend.

This is just a guess on my part but I think it means that someone bought a cake for a birthday or anniversary or something like that and then before bringing it into the house they set it down on a picnic table or something and then went into the house but forgot that the didn't bring the cake into the house and then it rained on the cake…

(Sorry, I couldn't resist)

or Bob Dylan's 'If Dogs Run Free'

oh winds which rush my tail to thee
Suck it may, flow and be

(huh? that's the way I heard it)

Actually the whole song is wonky... and great!

As long as we're talking about Dylan...

Genghis Khan, he could not keep
All his kings, supplied with sleep
We'll climb that hill, no matter how steep
When we get up to it.

Especially in the context of the song - what the heck does Genghis Khan have to do with anything?

"She could steal but she could not rob."

Those words stuck out in my mind like a porcupine in a nudist colony. That's still my favorite song of all time too.

You have to make sure you heard it correctly. It's:

"Oh, winds which rush my tale to thee
So it may flow and be"

Most of what passed for "heavy, man" between Monterey and Altamont...

In the late seventies I was in a Southern Rock cover band, and one song we did was "Green Grass and High Tides," which I was assigned to sing. I listened to that song a zillion times and could not make out what he was saying. So I wrote down what I thought I heard and went with that. It made absolutely no sense, but it was fine for our purposes.

Recently, through the magic of the internet, I finally tracked down the real lyrics. They made less sense than the nonsense I came up with.

For there to be a context of "You Ain't Going Nowhere," the song has to make some kind of sense. It doesn't. :-) And the verse you quoted is far from the worst. Hint: Look for the talking dog.

BUT it's nonetheless a cool song to play, *sigh*
