That means his 'head', surely. I've always understood that line to mean that the solution to his, Jude's, problems can be found by thinking rather than by knee-jerk emotion. What's "on his shoulder" is his head, i.e., his brain. The "movement" is activity. He's telling Jude to think calmly and rationally.

The REM album "Murmur" is one of my favorites, but I can' make out hardly anything that the songs are about.

Having grown up in the 90s with the likes of Nirvana and Red Hot Chili Peppers, there was always a WTF moment when it came time to learn the lyrics.

From lyrics like
"Sell the kids for food
weather changes moods
Spring is here again
reproductive glands" (In Bloom - Nirvana)

"Pour my life into a paper cup
The ashtray's full and I'm spillin' my guts
She wants to know am I still a slut
I've got to take it on the otherside

Scarlet starlet and she's in my bed

When you're listening to the songs everything makes perfect sense and the strings of words are phonetically pleasing. When you actually stop to think about what they're saying, you realize its a lot of nonsense. Good sounding nonsense thought! Can't say I don't still love them a ton though.

Beside songs intended to not make sense.
I love the song "The Night They Drove Ol Dixie Down".
The Band Is it...
But the line below confuses me.

"I swear By the mud below my feet, you can't raise a Cain back up when he's in defeat."

Kinda sounds like once you a defeat Cain ( Not necessarily Kill Him), you win, he ain't gonna ever recover, or won't be worth anything from then on. He not just telling you that, He's making you a promise about it. "You defeat me, I'm Done".

Bummer. I always imagined Rosie to be the queen of Corona because she was overly fond of Corona Beer....
