Well the good news is I downloaded the trial version from AIR and it works fine on my system .
The bad news is it works fine on my system..

So here is a screen shot as you can see I have Xpand on track #4, and it is getting signal in the track meters in the mixer window track #4 (lower left ) and the edit window track #4 upper left ( bottom of the four tracks shown and highlighted) and the master channel track meters ( far right lower) and I am hearing it through my interface/ monitor system.

(ON THE TRACK ITSELF)
I have track #4 record armed (red) .
FX button is armed (green )
The "Record monitor " button is set to on
AND My Akai Keyboard is selected in the "Show track input FX window" (the oblong window @ the bottom of the track )

If your settings are the same, the only other thought I have (since you are getting sound with other VI's) it seems it must be something with the Xpand plug in output.
I wonder if for some reason the outputs or the levels on the Xpand GUI itself have been loading switched off or down ?
The output on/off for Xpand are little round green power type icons. The one sitting right above the capital letter "A" in the window that says........ "Massive Pad" ??? The level is of course the sideways fader just to right of that. Other then these I am at a loss for suggestions



The Output is set to Master/parent send (box checked) .. ( Parent channels 1-2 )






P.S. One really nifty thing I just noticed is, if I also record arm the other VI tracks, those VI's play simultaneously with the Xpand . I'll have to check this out in PT as well

Thanks everyone who has chipped in with advice and tips. I had some time today to look at the setup and I think mrmatt had the answer.

In the input window of the track I had followed all the instructions in the Reaper manual and from the posts here. It then occurred to me that maybe the problem was that although the track was receiving the MIDI information it may not have been passing it on to the plugin.

Opening the input dropdown I could see that the last option under input:MIDI is "map input to channel" - and of course the default is set to send the info back to the source. Changing this to the MIDI channel of the plugin solved the issue immediately!

That's a good question , unfortunately there are numerous possibilities probably even more so with Reaper.

One thought to clarify , the "other plugins" also required having to use your midi keyboard to play sounds ?

I am not in my studio right now but I will do some checking to see about my input defaults etc.

Also I have only set up one multi output midi project with Steven Slate - SSD,4 Drums. but I don not remember it being quite so convoluted a process as shown in the You Tube vid. that mrmatt linked... To set it up I used the process Slate shows on his web sight .

All the other plugins worked straight away using the defaults. Only Xpand needed me to go in and change the setting as mentioned above.
