I'm pretty sure ethnic heritage has nothing to do with advanced skill; they were not good because they were Mexican, they were good because they were good, which is why Leo hired them. I'm also certain the current post-CBS Fender instruments coming out of CA include people of Mexican heritage. It's So Cal, after all.

That said, the factory in Mexico produces fine instruments, too, having more to do with skilled labor and nothing to do with ethnic heritage.

I've had a lot of USA made Strats and customs from lot's of the top builders. I own two MIM Strats now. They're just perfect.
