Your link opens at the 31:34 point in the video so I guess you mean what is happening there which is simply hammer-ons / pull-offs on the first sting.

O.K. I see what you are talking about. Flicking curled fingers out and manages to hit the sixth string twice. Not what I would label rasgueado though. See my link for that.
