We object to, and work against bullying behavior on behalf of our kids in school, but we tolerate it in prominent adults in business and government.

pandoras box of 2016 is filled with contradictions that are just ignored.

True of ignorance globally. Ignorance is definitely on the rise in the US–and has been for some time–education sadly had its zenith in the post-war era.

Stupidity is something different and harder to measure.

Really? When I see films like "In the Heat of the Night", if they have some historical accuracy in them, there seem to have been double helpings of raw stupidity in some of the backwaters of the US. I doubt you would get as many Rod Steiger characters around now: arrogant, big-mouthed know-it-alls in tightwad communities that you would virtually have had to tie down and gag before they'd recognize that they didn't know all there was worth knowing about anything.

Fair point. Certainly we've made much progress! I was thinking about education specifically and basic competencies. In the social arena we've absolutely become more enlightened, and continue to do so. Some segments of the population, then as now, seem to need to be dragged forward kicking and screaming.
