Default Installing Bushings

Hi All,
I am working on a old Stella acoustic an will be upgrading the tuning machines to open gear Grovers. This guitar was not setup with bushings but I would like to do so. I know I can purchase a peghead bushing reamer from StewMac for $25 but am wondering if another way is possible. (Current holes are approx. .25") Note: I do not have a drill press, only a hand held portable drill. If I can't find a solution I will probably make the purchase because it would be less expensive than taking the guitar to my repair guy.
Any suggestions?

McMaster-Carr has counterbores which have a 1/4" extension to fit as guides in the existing holes and a reamer to create the counterbore of whatever diameter you need. They can be used by hand, handheld drill, or drill press, and create a nice straight bore.

Tapered readers will work but a good counterbore is nice and precise.
