Default Wechter Pathmaker Neck Gluing

My daughter's Wechter Pathmaker 3102 (China) got stepped on and the neck joint broke. I will re-glue it but was curious about the 5 holes and 3 wood pegs. Why would there be 2 holes with no pegs?

Do the pegs provide strength or alignment functionality?

These holes look as though they have threaded inserts in them ... they are for bolting the neck to the body. The wooden dowels are for alignment.
