For me it is but some will argue the point. A good fit to the fingerboard and neck is important. The old time "scrape" fit is what I use.

Here's a thread from a few years back with more than you ever wanted to know about action at the first fret. Also, check out www.frets.com which is probably as authoritative a site as you can find. It's run by AGFer Frank Ford, who is also one of the owners of Gryphon Stringed Instruments.
