Yes probably 50 % of time I will either intentionally come up with a chorus or Ill write a verse and realize it will work better as the chorus .

I like the Paul Simon method: Use all the notes you didn't use anywhere else in the song. If there's no bridge, do it in the chorus.

When I first read this thread, I thought, "Oh sure! I do that some times...".
And then I looked back through most of the songs I've written over the past 50+ years, and realized that I NEVER have done that! Go figure, eh... Nowadays, I take 'em any way I can get 'em! So, I wouldn't be averse to having a chorus first... but it doesn't seem to happen for me.
