No one really knows for sure...
This particular set came from a straight portion perhaps higher up. It is just an unusually nice set. The only thing we know for sure is that it has been seasoning in Bruce's shop for many years. I have another BRW guitar made by luthier Kent Chasson from a straight quartersawn set.

Moriera
If Moreira had a hand in it, it may or may not be CITES legal. As I recall, he did time for supposedly harvesting stumps that turned out to be live trees instead. Someone correct me if I have it wrong.

My goodness. This is going to be cool. Bruce has no shortage of premium premium superwood.

Firstly, the set shown above (Kent's) is perfectly legal. I have the US import paperwork for it that came with the guitar.

Cool guitar. I will be watching this one a little more closely as I also have an 0 model in progress. Mine however is not a cutaway, speaking of which, I have always admired the Bruce's implementation of cutaways. Great stuff.

Thanks John... This won't have Bruce's signature cutaway which merges the aesthetics of a Venetian into a Florentine cutaway. This will have a Venetian cutaway. My understanding of its origin is it resulted from a "happy accident". He was bending a Venetian cutaway and the side broke. He improvised what we see today which has evolved into one of his "signatures".

That is the set of BRW I would have picked as well, and I don't even know what else you had to choose from. Wow.

Thanks...
Despite this guitar being about the 54th BRW flat top that he has made over the last 15 or so years since he began documenting his work (the first ~30+ years are not that well documented), Bruce still has a fantastic wood locker of BRW remaining. Even after culling all the sets, it came down to 8 or 9 sets. Because of the traditional nature of the design (despite the custom features), a simpler, straight grained set just made sense. The fact that the back and sides were flitch matched (cut from the same piece) was a bonus. On another guitar, I might have chosen a more ornate yet quartersawn set. Any one in the Bay area or coming into town for a visit, I recommend making an appointment to visit Bruce's work shop and explore his wood locker (which has BRW and many other tonewoods).

The good news is ALL of Bruce's single 0's that I have played (3 or so now) have sounded AMAZING no matter what they were made of (you should hear the Pear one in his shop for sale right now!). This B/S set is indeed top quality as you suggest, but the "magic" occurs on the builder's bench. Bruce seems to find the maximum potential in all materials that he works with... I also think the slightly longer body and long-scale add to the mix as well.
