Default oil paint smudges

How would one get some oil paint smudges off of a rosewood fretboard?

A scraper (razor blade or broad flat exacto style knife blade) should do the trick just fine. Work with the blade in the same orientation as the frets (ie: against the grain of the wood).

That sounds good for the paint on the surface, but there'll probably be a little that got into the grain- what could I use for that? I'm wondering if turpentine or paint remover would remove any finish?

I don't know if a standard rosewood freeboard is just dark naturally (with oil on it) or if there is a stain on it?

Usually there is no stain or finish on rosewood fingerboards, but some manufactures use some. Close visual observation should help you identify if there is finish on it or not. Any oil solvent should work. Cotton balls are one of my favorite materials for solvents of any sort (water, alcohol, naptha, etc). Just "dampen" (don't wet) the cotton ball and try from there, then you won't risk overspill. Add more as you need.
