Your budget is healthy enough that there are possibilities from Composite Acoustics (perhaps a GX model, but is only offered in full scale length), Emerald (X20 model which offers many neck customization options including full scale, short scale, 12 fret, custom neck carve...though such customizations could put one over budget) and Rainsong (a number of models, some which are standard 12 fret).
