If it is sticky, it is a good idea to oil it, otherwise the threads might seize - especially if it is a cheap-o guitar. If it has a truss rod cover, it will be pretty easy. Just hold the guitar up with the TRC of and put a few drops of good penetrating oil on the threads. If there is no TRC, access to the threads is much more difficult. You'll need a mirror and a light inside the guitar to look and see if you can place a couple of drops near the threads. You should be careful not to get much oil on the surrounding wood.
