The Pearse silks use a more durable material than traditional silk and steels, but tonally they're the same. The main difference between them and the traditional silk and steels is that the Pearse version lasts about three to four times longer.

My sister loves them, and she was always a silk and steel user back during the Big Folk Scare of the early 1960's.

So, tone-wise, no discernible difference. Durability is where the difference comes in.

Will they make your fingers weaker? Well, I guess that depends on whether you only have one guitar and string it with them. If that's the case, I suppose it would take a bit of time and effort to get used to regular steel strings again.
